Global Ports Holding (GPH), the world’s largest cruise port operator, aims to partner with the Port of Los Angeles to lead the revitalization of the cruise terminals, responding to the City of Los Angeles Harbor Department’s Request for Proposals to develop the inner and outer harbor terminals. GPH will also manage the port through a local team using its award-winning business framework with a focus on sustainability, community engagement, and creating a distinctive sense of place.

Global Ports Holding is proposing to fund the material expansion of and investments into the cruise port terminal and maritime infrastructure of Port of Los Angeles with private capital. This will free up resources for the Port of Los Angeles for investing in other areas. Providing private capital without relying on financial support from public authorities is a part of our standard approach. This model has been successfully implemented across the world with hundreds of million USD invested into cruise ports globally.

The Port of Los Angeles, located in San Pedro Bay, is America’s busiest seaport its leading gateway for international trade.  The LA waterfront is spread across 8 miles of prime waterfront space, connecting visitors and local harbour communities through vibrant recreational activities and attractions.

In order to achieve the economic, sustainability, and connectivity goals envisioned by the 2018 Master Plan and the 2023 San Pedro Waterfront Connectivity Plan, the Harbour Department is seeking a partnership with a firm that will:

Develop economically prosperous cruise terminals which meet both present and future port demands while delivering outstanding operations and customer service for cruise passengers

  • Develop cruise facilities to accommodate the largest ships presently serving the west coast market, with potential to expand and reimagine operations 
  • Generate sufficient revenue from cruise operations, parking, and ancillary services to support the phased development of four cruise berths and related terminal facilities 
  • Construct a revitalized Outer Harbor Cruise Terminal 
  • Optimize utilization of Port land with infrastructure investments which promote increased cruise business and visitor growth;
  • Attract and accommodate increased passenger volume from new cruise lines
  • Develop aesthetically attractive terminals which meet locally-approved guidelines

GPH will create a distinctive and innovative terminal and waterfront design that addresses the environmental, economic, and operational needs of the port. This design will foster sustainable growth, enhance community development through continuous connectivity, and strengthen partnerships for long-term success.

We anticipate that the construction of the new terminals and surrounding upland development will be carried out in phases, with the cruise port remaining operational throughout these periods. The project timeline will be established based on the final scope of work, completion of necessary assessments, compliance with government requirements, and consultations with the Harbour Department and key stakeholders.
